APPLICANT REQUESTS THAT:
His DD Form 214, Report of Separation from Active Duty, be
corrected to reflect the award of the following:
a. Republic of Vietnam Gallantry Cross with Palm (RVNGC w/P)
(Administratively Corrected).
b. Air Force Outstanding Unit Award with Valor (AFOUA w/V)
(Administratively Corrected).
c. Commando Hunt VI and VII Streamers.
APPLICANT CONTENDS THAT:
He served at both Cam Rahn Bay and Phan Rang, Vietnam between 6
Jan 71 through 6 Jan 72. His records should be corrected to
reflect all appropriate medals and awards.
In support of his request, the applicant provided a copy of his DD
Form 214 and a copy of Cam Ranh Bay, Air Base, Vietnam and Phan
Rang, Air Base, Vietnam Lineage, Honors and History.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 26 Feb
70.
On 8 Jan 74, the applicant was furnished an Honorable discharge,
and was credited with 3 years, 10 months, and 13 days of active
service.
The applicants DD Form 214 reflects award of the following Air
Force Medals and/or Ribbons:
- Air Force Commendation Medal
- National Defense Service Medal
- Vietnam Service Medal
- Republic of Vietnam Campaign Medal
- Presidential Unit Citation
- Small Arms Expert Marksmanship Award
- Air Force Outstanding Unit Award
- Air Force Good Conduct Medal
On 16 Dec 14, AFPC/DPSOR-214, issued a DD Form 215, Correction to
DD Form 214, Certificate of Release or Discharge from Active Duty,
and provided it to the applicant. The DD Form 215 corrected the
applicants DD Form 214 dated 8 Jan 74 by adding the award of the
Air Force Outstanding Unit Award with Valor and one Bronze Oak
Leaf Cluster and Republic of Vietnam Gallantry Cross with Palm.
It also changed the award of the Vietnam Service Medal (VSM) to
the VSM with three Bronze Service Stars.
The remaining relevant facts pertaining to this application are
contained in the memorandum prepared by the Air Force office of
primary responsibility (OPR), which is attached at Exhibit C.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of an
error or an injustice.
Campaign Streamers denote participation of a unit in a designated
Department of Defense campaign. Awarded for active Federal
military service to units or organizations that are authorized an
organizational color or distinguished flag to recognize receipt of
campaign participation credit. Eligible units carry a campaign
streamer on their organizational flag staff and guidon.
They recommend the Board disapprove the award of any campaign
streamers. The award of the bronze service stars to the
applicants awarded VSM is the appropriate individual recognition
of the applicants campaign participation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 6 Feb 15 for review and comment within 30 days (Exhibit D). As
of this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion that
relief beyond that already granted administratively is not
warranted. Therefore, in the absence of evidence to the contrary,
we find no basis to recommend granting the requested relief.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
